Tomsed to Expand in Harnett County

LILLINGTON, NC - Tomsed Corp has announced plans to expand its local manufacturing operations. Tomsed is located in the Harnett County Industrial Park at 420 McKinney Parkway in Lillington. Tomsed is in the business of design, manufacture and sale of turnstile and crowd control equipment. Since locating in Lillington in 2001, their operations and employment have grown. They currently reside on a 5.65 acre tract, occupying two buildings and employing 50 people.

In 2005, Tomsed will expand its Lillington operations again by moving manufacturing activities that are currently occurring in California to the Lillington facility. This expansion will require the construction of a new 50,000 - 60,000 square foot facility. The new facility and its operations will create 15-20 new jobs, with the possibility of additional hires. The new jobs will range from unskilled to skilled, as well as some managerial positions. The estimated average hourly rate for the new positions will be $13-$14 per hour. The cost of the building is estimated to be $1.6 million. In addition, $300,000 of new machinery and equipment will be placed in the new facility.

In order to encourage the location of the California operations in Lillington and in an effort to assist a key industrial citizen with the creation of jobs and tax base, the Harnett County Board of Commissioners, in a public hearing held on December 6, approved incentives in the form of a conveyance of land. Tomsed has determined that a 5.0 acre tract located on the west side and a 2.0 acre tract located on the northwest side of their current facility in the Harnett County Industrial Park is a suitable location for the development of Tomsed's expansion facility. Lee Anne Nance, the Director of Economic Development, requested that the County convey a 5.0 acre at no cost to the company and grant an option to purchase the additional 2.0 acres for $15,000 per acre. A recent appraisal shows the fair market value of the 5.0 acre tract to be $120,000 ($24,000 per acre). The current market value of the 2.0 acre tract is $48,000.

Construction of a new manufacturing facility of at least 50,000 square feet must begin within one year of the conveyance date and be completed within two years. Tomsed has the option to purchase an additional 2.0 acres at $15,000 per acre beginning on the conveyance date. This option will expire after four years (2008).

Under the guidelines of the Local Government Act, it has been confirmed that the value of Tomsed's project exceeds the fair market value of the real property which is to be conveyed in addition to the option which will be offered.
